Discussion and possible action regarding - Consideration of a Financing Assistance Agreement - Consent to Assignment, Assumption and Release (this “Consent”), dated as of August 17, 2026, is made by and among the Cleveland County Recreational and Entertainment Facilities Authority, an Oklahoma public trust (the “Authority”), BancFirst, as trustee under the Indenture (as defined below) (the “Trustee”), RDC Development Holdings, LLC, a Texas limited liability company (“Assignor”), and Rock Creek Infrastructure, LLC, a Texas limited liability company (“Assignee”).
